This release of ArcGIS Excalibur 2.3.1 has various bug fixes and improvements. Excalibur is compatible with ArcGIS Enterprise 10.7. ArcGIS Excalibur 2.3.1 works with Enterprise 10.9, 10.9.1, and 11.
