A mobile geodatabase is a geodatabase stored in SQLite that you create in ArcGIS Pro.
You can publish the following types of web layers in ArcGIS Pro from data stored in a mobile geodatabase:
- A map image layer to a federated server
- A map service to a stand-alone ArcGIS Server site
- Hosted web layers to an ArcGIS Enterprise or ArcGIS Online organization
To publish the first two types of web layers listed above, you must add the folder that contains the mobile geodatabase as a registered data source for the ArcGIS Server site. See the following for information about registering folders with an ArcGIS Server site:

No registration is required to publish hosted web layers because the data is copied from the mobile geodatabase and moved to ArcGIS Enterprise or ArcGIS Online.
